More ‘Flash’ Characters to Debut on CW’s Arrow!

Spoiler TV have posted a call sheet for episode 19 of Arrow, and while the image they have is pretty blurry, they have listed each of the cast members who are set to appear at least at some point in “The Man Under The Hood”. S.T.A.R. Labs is also mentioned numerous times, so could this mean that the episode will take place in Central City? If not, what are the future Vibe and Killer Frost up to in Starling?
